Texans for Lawsuit Reform Foundation is a nonprofit research organization that provides objective analysis of the challenges presented by the Texas civil justice system. The Foundation’s publications reflect the comprehensive and in-depth legal research necessary to assure that Texas develops and maintains a civil justice system that serves every Texan in a fair and efficient manner.

Liability Protection for Carbon Dioxide Sequestration in Texas

2022-This paper explores CCUS statutes enacted in other states and describes the current status of CCUS in Texas, including legal issues, liability protection statutes related to other industries and events, and proposed liability protections that could be adopted in Texas to encourage development of CO₂ sequestration projects.

The Case for Specialized Business Courts in Texas

2021-There have been repeated legislative efforts in recent years to create specialized business courts in Texas. In 2007, TLR Foundation published The Texas Judicial System, Recommendations for Reform, outlining numerous suggestions for changing the structure and operation of Texas’s judicial system, including the creation of complex litigation courts—a concept similar to business courts.

TLR Foundation Releases Nationwide Analysis of Carbon Capture Liability Regulations

AUSTIN—The Texans for Lawsuit Reform (TLR) Foundation, the non-partisan legal research affiliate of TLR, today released its latest research paper, Liability Protection for Carbon Dioxide Sequestration in Texas. The paper studies existing regulations throughout the nation concerning the capture and storage of CO2 to inform the public and policymakers on liability issues related to carbon capture, transportation and storage.
